How do I get rid of this spyware on my computer?

I scanned my computer using Norton Antispyware, Spybot - Search and Destroy and AVG Anti-Spyware and neither of them detected anything.... But the window (in the pic) keeps popping up every half hour or so.

What do I do to get rid of it?

I'm not very good with computers so please give me step-by-step instructions.
